Prehistory:
- Earlier on September 16, the Ministry of Foreign Affairs of Ukraine appealed to the United Nations and the International Committee of the Red Cross with a request to join the humanitarian response in those areas of the Kursk region of Russia that are currently under the control of the Armed Forces of Ukraine.
- The press secretary of the head of Russia, Dmytro Peskov, called Ukraine’s invitation to representatives of the UN and the ICRC to visit the territories of the Kursk region of the Russian Federation, which are currently controlled by the Armed Forces, a provocation.
- On September 12, the Russians fired artillery at Virolyubivka of the Kostyantynivka community of the Donetsk region, as a result of which three employees of the ICRC were killed and two more were injured. A truck with humanitarian aid and a car were destroyed.
- The ICRC said that their group was preparing to distribute firewood and fuel briquettes north of the city of Donetsk when the vehicles they were using came under fire.
