Sweden will increase its support of the World Bank’s URTF fund to help Ukraine by 35 million euros as winter approaches, the country’s Foreign Ministry said.

“As winter approaches, Sweden is increasing its support to the World Bank’s Ukraine Relief, Reconstruction, Reconstruction and Reform Fund (URTF) by SEK 385 million (EUR 35 million – ed.). As of September, according to the Ministry of Finance, from February 2022, Ukraine received more than $145 billion in international financial aid, which made it possible to maintain macro-financial stability in the face of a full-scale war and guarantee all necessary social expenditures.

As of September 2025, the URTF has mobilized over US$2.4 billion in donor contributions, of which US$2 billion has been programmed and US$1.4 billion has been disbursed. URTF-supported activities have reached more than 20 million Ukrainians, of whom 10.2 million are women.

Since February 24, 2022, Russia’s invasion of Ukraine has caused civilian casualties and hardship, damaged infrastructure and productive assets, and disrupted the economy. According to the World Bank’s Fourth Rapid Damage and Needs Assessment (RDNA4), direct damages reached $176 billion, and the total cost of reconstruction and recovery is estimated at $524 billion over the next decade. Housing, transport, energy, trade and industry, as well as education were the most affected.
