Since tomorrow, from August 28, 2025, men aged 18-22 will be able to cross the state border freely, the Cabinet of Ministers of Ukraine reports.
The resolution is published on the Government Portal.
For all citizens of conscript age, a prerequisite for crossing the border is the presence:

“Reserve+”, or
-
a military ticket with a data update mark.
Border guards may demand a document for confirmation, and without it leave the country.
The decision applies to all men of conscript age, including those who are abroad and shall enter into force the next day after the official publication of the resolution.
Earlier it was reported that men of 18-22 will be able to cross the border freely during martial law.
The Verkhovna Rada will also consider the abolition of departure restrictions for all men.
