According to the publication, the document outlines existing legal options that could be used, for example, to obtain from the Euro council the approval of certain areas in which most decisions would be approved by a qualified majority.
It also emphasizes that the consensus remains the basis of the block.

Hungary consistently opposed Ukraine’s initiatives – from the distribution of funds to the country’s accession to the EU – led to fierce diplomatic disputes and negotiations to persuade Budapest to issues such as restoring sanctions against Russia.
Member States expressed growing impatience and annoyance by Budapest’s actions. On Friday, Hungary refused to sign a statement that condemns Russian strikes in Ukraine this week, which killed 25 people and damaged the EU mission in Kiev.
