A second government source told Reuters that Chancellor Friedrich Merz supported the plans, which are expected to be agreed.

On October 15, German Defense Minister Boris Pistorius announced that Berlin would allocate an additional 2 billion euros to Ukraine. According to him, Berlin will continue to strengthen Ukraine’s air defense with new contracts for the supply of two more IRIS-T air defense systems, including a large number of guided missiles, as well as man-portable air defense missiles.
In August, the country’s finance minister and German vice-chancellor Lars Klingbeil said that Berlin would provide Ukraine with 9 billion euros every year for the next few years.
Germany is the largest European donor of military aid to Ukraine, having provided around €40 billion since Russia’s full-scale invasion in 2022. In its budget for 2026, Germany allocated 8.5 billion euros to Ukraine.
