“Given the constant deterioration of the military situation in Ukraine, there is a serious risk that Ukraine, without a significant increase in material support, may be defeated in its defense campaign,” the letter states.
The Ministry of Finance, at the request of the Ministry of Defense, is asking the budget committee of the lower house of parliament to approve additional expenditures.
“The unplanned need of around 397 million euros has only become concrete in the last few weeks to the extent that it meets the constitutional and budgetary requirements of the unplanned need,” the letter said.
This requirement must be met immediately to implement the measures in 2024 so that they can have an impact for the remaining year, the finance ministry said.
In the German budget for 2024, about 8 billion euros have been laid down to help Ukraine.

In August, the newspaper Frankfurter Allgemeine Sonntagszeitung, citing documents and sources, reported that after the adoption of the new budget plan, the German government will not allocate additional funds for assistance to Ukraine for reasons of economy.
Meanwhile, a spokesman for the country’s government said Germany would continue to provide the necessary aid to support Ukraine amid a full-scale Russian invasion, despite plans to halve its aid budget to Kiev in 2025.
