“For example, the receipt of own revenues to the regional budget in the current year is predicted to be almost ten times less than it was in the pre-war year 2021: UAH 83 million instead of UAH 700 million that came in 2021. After all, the tax and budget rules establish that taxpayers who have moved from the region to another territory begin to pay taxes to the budgets of the territories to which they were relocated,” said Lysogor.
According to him, if the enterprise has moved from Luhansk Oblast, for example, to Lviv, then such an enterprise will already pay taxes to the local budgets of Lviv Oblast.

Of course, the state, as a guarantor of mandatory social services, compensates part of such losses by horizontal equalization of local budgets. However, the reduction of the own revenue base significantly reduces the own capacities of local budgets.
“However, I have no doubt that they will be directed, as last year, first of all to education, medicine and financing of measures and the Security and Defense Forces of the country and providing assistance to internally displaced persons in various forms”, – emphasized the head of the Luhansk OVA.
