The head of the KSCA apparatus Dmitry Zagumenny said that the chief of the KMVA Timur Tkachenko blocks digitalization, ignoring proposals for the modernization of the system.
According to Zagumenny, the KSCA provided all information about the passes and detailed digitization proposals in January this year.
