We met today in Warsaw at the beginning of Poland’s presidency of the EU Council to confirm the strategic partnership between Ukraine and Poland, as well as to re-emphasize Poland’s support for Ukraine’s acquisition of full membership in the European Union.

1. We agree that the security and defense of Europe is our common interest and responsibility. The security deficit that exists in Europe is primarily caused by Russia’s armed aggression against Ukraine. We will work together to stop Russia’s war against Ukraine and restore comprehensive, just and lasting peace and security in Europe. Both sides will support and promote the Victory Plan of the President of Ukraine and the Ukrainian Peace Formula, which are based on key principles of international law.

2. Ukraine and Poland will work together with European partners to make Europe safer, stronger and more secure. This will include providing Ukraine with adequate defense support, including the use of frozen Russian assets for Ukraine’s needs, including h for the effective functioning of the Aid Fund for Ukraine within the framework of the European Peace Fund.

3. The enlargement of the EU means the expansion of the security zone in Europe. Poland will contribute to Ukraine’s accession process with the aim of opening cluster 1 “Basics” and, if possible, other negotiation clusters.

4. Ukraine and Poland see an urgent need to strengthen Europe’s defense capabilities, to coordinate relevant efforts with NATO allies. We will strive to convince our partners that the European Defense Industry Program should properly reflect Ukraine’s role in the development of Europe’s defense sector.

5. Acting in cooperation with the United States and other like-minded partners, we will continue efforts aimed at increasing Russia’s global isolation and increasing EU sanctions pressure on the aggressor state. We will strengthen coordination in the fight against Russian disinformation and cyber attacks to strengthen Europe’s resilience to such hostile actions.

6. Poland will advocate for further assistance to Ukraine from the EU, in particular through stable budget financing within the limits of both the Ukraine Facility and the EU’s exceptional macro-financial assistance, as well as assistance aimed at restoring the energy infrastructure, humanitarian demining and other urgent needs of Ukraine.

7. Europe’s energy independence is one of the main pillars of the continent’s overall security. The complete cessation of Europe’s dependence on Russian energy resources is of key importance. We can no longer rely on an aggressor state and a supplier that uses energy as an instrument of war. This means that Europe should strive for greater integration and self-sufficiency in energy supply. Completing the creation of the EU energy market and closer energy cooperation with Ukraine can increase energy security, diversify energy supply and lower energy prices.

8. Emphasizing the importance of the implementation of relevant EU legislation by Ukraine, we will work together, in accordance with the provisions of the Ukraine-EU Agreement on a Deeper and Comprehensive Free Trade Area, to improve, if possible, the movement of people, goods and capital by strengthening connections and modernizing the infrastructure of border crossings .

9. We will work together on the recovery and reconstruction of Ukraine with the appropriate involvement of international actors, in particular, EU member states and institutions.

10. We will continue constructive dialogue and seek solutions to issues related to the Common Agrarian Policy in light of Ukraine’s integration into the EU single market.

11. We welcome progress in resolving historical issues and will continue to develop a constructive historical dialogue based on the existing legal framework and democratic values ​​for the sake of a common European future.

12. Poland is ready to share with Ukraine its experience of negotiations on joining the EU.
