According to the Ministry of Defense, the load on the TCC and JV will decrease as soon as it becomes possible to perform its offline function through the application online.
According to the UNIAN correspondent, Defense Minister Rustem Umyerov and his deputy for digital development, digital transformations and digitization Kateryna Chernogorenko told about this at the briefing.
In particular, they told how automatic registration will take place in 2025.
“We have goals. We listen to society. We listen to people. We hear about problems and work out. That is, in order to work out at the legal, technical, technological and legislative levels, we constantly integrate processes and digitalize. In this regard, our goal, if there is an opportunity to turn “Rezerv+” into such an all-Ukrainian recruiting center to replace the offline points, which are now called TCC by the people,” Umyerov stressed.
The minister explained that this does not mean that TCCs are bad, but the Ministry of Defense hears about problems and aims to replace them. Appropriate work is underway.
As Chernogorenko explained, a person now needs to come physically to be registered with the TCC:
“In 2025, we want to launch an opportunity not to go to the TCC and present your paper documents proving your identity, but to make it possible through, for example, verification in Bank ID, through confirmation of documents of the State Migration Service, the Unified State Demographic Register.”
She said that appropriate work is currently underway, and some changes need to be made to the legislation.
“But the main idea is that a person can use his smartphone from any convenient place to register with the state, become conscripted and show that he fulfills his duty according to the law through such an online tool. And all this – transformation of “Reserve” into a full-fledged alternative to TCC”, – she emphasized.
At the same time, it follows from Umerov’s words that it is not about disbanding the TCC. “We adopted the principle of not harming the existing system. We hear, we know – this is a challenge. It is a very huge pain. For our part, we worked on this concept to turn it into an office for the service of military personnel. There were several other concepts. We we are not stopping to find a solution in this regard,” said Umyerov.
The minister added that the Ministry of Defense is taking a balanced approach to this issue, legal options are being worked out, and in particular, if there is a certain reformatting, how it will be more effective than the current structure. “Who will manage it, in what way? How will it be serviced? That is, we are currently discussing it internally,” said Umyerov.
As Chernogorenko noted, the burden on TCC will decrease as soon as it becomes possible to perform offline functions through the application online.
“TCCs will be able to focus on generation forces. Plan remote processes, give expert opinions, etc., and we will take all services, including online,” she said.
Separately, as the Chief of the General Staff of the Armed Forces of Ukraine, Lieutenant General Anatolii Barhylevych, reminded, the TCC is not only a prized recruitment of military personnel for service. “TCC also has many social support tasks,” he said.
