According to him, programs for the provision of urgent humanitarian aid, including the supply of food and medicines, are not freezing. However, all other initiatives should be revised.

Rubio added that if an organization receives funds from the United States and does not know how to go to the exception mechanism, then “real questions about the competence of this organization”, or before, “whether they deliberately sabotage it to express political opinion. ”

Earlier, Secretary of State Marco Rubio confirmed that he was the acting director of the USAID, but said that he had delegated these powers, so he would not manage the daily activities of the agency. He informed the Congress of the Agency’s reorganization in the letter, noting that some USAID parts may be absorbed by the State Department and the rest can be liquidated.

USAID is an independent government agency founded by the US Congress in 1961, which operates about 10,000 employees worldwide. It is the main body of the US Government to provide international assistance, which annually receives tens of billions of dollars from Congress to financing programs in some poorest countries in the world.

These include poverty control programs, health care programs, elimination of the consequences of natural disasters, as well as programs for promoting democracy and human rights protection.

The recent report of the US Congress Research Service (CRS) states that in the 2023 financial year USAID has managed more than $ 40 billion in total appropriations to support projects in about 130 countries. The top three were Ukraine, Ethiopia and Jordan. Afghanistan also entered the TOP-10 recipients of USAID financing.

Since the full -scale war of Russia against Ukraine, since February 2022, USAID has provided billions of dollars in humanitarian assistance, development and direct budget support to Ukraine.
