Details: “Mediazona” reported with reference to data from the Central Bank that in July-September 2024, the bank granted almost 54,200 new credit holidays to Russian contract and mobilized servicemen after less than 30,000 were issued to servicemen in July-September 2023 . credit holidays.

In early 2023, Russian authorities passed a law that allows banks to offer loan deferrals to Russian military personnel fighting in Ukraine, presumably as a financial incentive to encourage military service.

The significant increase in credit holidays issued to Russian servicemen comes amid signs that the Kremlin is concerned about Russia’s long-term economic stability and efforts to cut certain benefits to Russian soldiers who fought in Ukraine.

ISW Key Findings for November 16:

  • Ukrainian drones continue to play a critical role in deterring Russian mechanized maneuvers and prevent Russian forces from taking full advantage of Ukraine’s manpower limitations.
  • Zelenskyy emphasized that Ukraine must enter any future negotiations from a position of strength, as Russian leader Vladimir Putin is not interested in a negotiated settlement – regardless of the negotiating platform or mediator – that results in anything less than Ukraine’s capitulation.
  • Russian forces are improving their long-range strikes, including Shahed decoy drones and Shahed drones with thermobaric warheads, which are likely to confuse and wear down Ukrainian air defenses and increase damage from long-range strikes.
  • North Korean dictator Kim Jong-un has ordered North Korean defense industries to begin mass production of what are believed to be tactical attack drones, an example of how increased Russian-North Korean military cooperation allows North Korea to learn lessons from Russia’s war in Ukraine.
  • The Russian military command has reportedly arrested and suspended several commanders of Russia’s 3rd Combined Arms Army following inaccurate reports of an alleged advance of Russian troops near Beilohorivka.
  • Recently, Russian troops advanced near Svatovo, Kreminnaya, Chasovoy Yar, Toretsk, Pokrovsk, and Kurakhovo.
  • Russia’s opposition media outlet Mediazon reported that Russia’s Central Bank recently granted significantly more loan deferrals (credit holidays) to Russian military personnel, indicating that the pace of recruitment into the Russian military may have increased.
