ISW: The exit of the Russian Federation from the Plutonium Agreement is likely to prevent the sale of US Tomahawk missiles to Ukraine

The Kremlin is activating its efforts to use the USA and Russia on weapons control to obtain Washington’s concessions on war in Ukraine, and the Russian Federation’s steps to leave the Plutonium (PMDA) management (PMDA) is likely to prevent USABAKAVK. In particular, on October 8, the deputy head of the Ministry of Foreign Affairs of Russia said that the preservation of Russia’s obligations under an agreement with the United States to dispose of Plutonia “in the current environment has become unacceptable.” The Duma Step to Exit PMDA took place after Russia has announced the rejection of a moratorium on the placement of medium and shorter missiles in August 2025.
