Details: NBC News, citing unnamed U.S. officials and former intelligence officers, reported that Russian intelligence agencies have been increasing their presence in Mexico over the past few years to spy on the United States and increase propaganda aimed at undermining the United States and Ukraine.

U.S. officials have expressed concern that Russia has increased its embassy staff in Mexico City by dozens, despite the lack of strong trade ties with Mexico, and interpreted the increase as a return to Cold War-era tactics to boost intelligence operations in Mexico.

ISW analysts noted that CIA Director William Burns recently attributed the increase to the expulsion of Russian spies from Europe.

ISW Key Findings for September 22:

  • Ukraine’s September 18 strike on a Russian missile and munitions storage base near Toropets, Tver Oblast, reportedly destroyed enough Russian munitions to affect Russian operations in the coming months.
  • The Kremlin is reportedly reviewing the effectiveness of nuclear saber rattling as part of its efforts to influence the ongoing political debate in the West over support for Ukraine and, in particular, allowing Ukraine to use Western-provided weapons against military facilities in Russia.
  • Satellite images of damage at the Plesetsk Cosmodrome in the Arkhangelsk region, taken on September 21, indicate that the Russian military recently conducted an unsuccessful test of the RS-28 Sarmat nuclear intercontinental ballistic missile (ICBM).
  • Ukrainian Defense Minister Rustem Umerov said on September 21 that Ukraine will increase drone production “several times” by 2025 in order to maintain Ukraine’s quantitative advantage over Russian drone production.
  • Russian Foreign Ministry spokeswoman Maria Zakharova said on September 22 that Russia will not participate in a second peace summit in Ukraine later than 2024 or any “similar summits”.
  • It is reported that Russia is expanding intelligence operations in Mexico with the aim of undermining the US and supporting Ukraine.
  • Ukrainian forces have recently advanced near Svatovoy.
  • Russian troops have recently advanced slightly near Toretsk and Pokrovsk, southwest of Donetsk, as well as in the border zone of Donetsk and Zaporizhzhia regions.
  • A Ukrainian officer piloting the drone said on September 22 that the Russian military command is forcing its soldiers to dig trenches at Russian positions in unspecified areas of Ukraine without weapons and sometimes without body armor, helmets and military uniforms.
