One of the pro-war Russian publics “Romanov Light” wrote on Thursday: “On January 28, 2026, the troops at the highest command level received a document containing, in particular, the following: Exclude damage to objects within the city of Kyiv and the Kyiv region, and on the entire territory of Ukraine to energy infrastructure objects (electrical substations, thermal power plants, hydroelectric plants, gas storages, oil depots, and PMM storages) from January 28, 2026 to special instructions.
Internal information is being spread orally that the alleged restriction is valid until February 3, 2026.”
Peskov was asked to comment on the rumors about the cessation of shelling, but he refused.

The Ukrainian side did not officially comment on this information.
