According to the calculations of market participants, the increase in tariffs will increase the costs of enterprises by UAH 8.1 billion in 2026.
photo UNIAN, Ratinsky VyacheslavThe leading industrial associations of Ukraine appealed to the government because of the intention of the NCRECP to adopt an increase in tariffs for electricity transmission and dispatch management for 2026. Associations warn that the proposed increase in costs will lead to an additional burden on business during times of war and energy instability, and therefore – will cause the closure of enterprises and job losses.
The association “Ukrmetalurgprom”, the National Association of the Extractive Industry and the Ukrainian Association of Ferroalloy Producers state that tariffs may increase by 14% for electricity transmission and by 11% for dispatch management. According to industrialists’ calculations, this will increase the costs of enterprises by UAH 8.1 billion in 2026. “Such a financial burden creates risks of a reduction in production and jobs,” the association said in its appeal.
The industrialists emphasized that the NCRECP did not take into account their comments regarding the optimization of costs of NEC “Ukrenergo” – which can be applied without harming the reliability of networks and the performance of special duties. In particular, they point to the economically unjustified inclusion of UAH 6.2 billion in the tariffs for repayment of the company’s debts in 2026: according to market participants, in the conditions of martial law, a temporary restructuring of these obligations is more appropriate.
Several cost items in the electricity transmission tariff are also overstated – financial costs and compensation for technological losses. According to the association’s experts, if these items are adjusted, the transmission tariff may remain at the current level of UAH 686.23/MWh.
In the tariff for the dispatching management, according to the association’s statement, the expenses for the settlement of system restrictions, auxiliary services and other operational expenses increase unreasonably. “The actual data of 2025 do not confirm the need to increase these costs,” they emphasize. On this basis, industrialists consider it possible to keep the tariff for dispatching at the level of UAH 98.97/MWh.
The associations called on the government to instruct NKREKP and NEC “Ukrenergo” to review the cost structure, and to ensure that transmission and dispatching tariffs in 2026 remain at the current level.
Previously, People’s Deputy, expert on the energy market Lyudmila Buymister also called on NKREKP, Ukrenergo and the Ministry of Finance not to include the payment of loans of state-owned companies in the tariffs, but instead to carry out their restructuring. “During the war, we pledge billions to repay debts to international partners. And then we borrow again from another pocket. This is an incomprehensible policy,” she noted.
