The Committee of the Verkhovna Rada supported the draft law, which extends the term of administrative liability for bullying in educational institutions from three months to one year. This should make it impossible for offenders to avoid punishment and make the handling of cases more efficient. The bill is recommended for adoption in the first reading.
The head of the committee, Serhiy Babak, emphasized that such a rule will allow for a more effective response to cases of bullying and protect the victims: “The proposed rule should reduce the risks of evasion of responsibility by offenders and create clear legal conditions for timely consideration of cases.”
According to the committee, 234 protocols on bullying were drawn up in Ukraine this year — this is 7% more than last year. More than half of the violations were committed by minors, and about 14–15% of the cases involved group or repeated bullying. Most of the problems arise with group or repeated violations: only half of such cases go to court.
“Based on the results of the discussion, the committee recommended that the Verkhovna Rada adopt this draft law in the first reading as a basis,” added Babak.
In addition, the committee considered draft law No. 14014, which provides for the legislative regulation of the profession of specialists in accompanying veterans and demobilized persons. The goal is to provide comprehensive support to veterans during their return to civilian life, from social issues to medical support. The draft law is still being finalized taking into account comments.
