He also explained why NABU should be disbanded. First, because of low cost-effectiveness.
“For 10 years of existence, the state spent more than UAH 10 billion on it. While the total amount of penalties on the decisions of the courts in cases, which NABU had in 2015-2025, is +/- 800 million UAH. That is, for every 1 hryvnia, returned to the budget of the country, NABU spent… 12 hryvnias, ”the expert added.
Secondly, he emphasized the low productivity of detectives.
“During the last year, NABU has started 669 criminal proceedings, which is 2-3 proceedings per 1 detective. For comparison, one investigator of the DBR simultaneously investigates from 300 to 1000. However, only 30% of the suspected cases conducting NABU detectives are representatives of the authorities or officials. Therefore, Transparency International Ukraine in a report for 10 years of work of the Bureau strongly advises to optimize the use of resources: to focus on the cases of firecoruption and those concerning systemic corruption, ”the expert says.
In addition, NABU is delaying the investigation, Posterak notes.
“77% of all corruption crimes in the country are investigated by the National Police. NABU detectives are famous for the loud expositions of high-ranking officials, but in order to bring their “exposure” to the sentence, they are often not enough for ten years, “he said.
In addition, the expert drew attention to dubious examinations through which loud affairs, including “Rotterdam+”.

He also recalled that all NABU activities are accompanied by constant scandals, which are detectives. It is about suspicious agreements with elite apartments that are recorded-redeemed to relatives and declared at a low price, VIP car and more.
