In Ukraine, the law on strengthening security in schools has entered into force: what will change

Law No. 4609-IX, which strengthens security measures in general secondary education institutions, entered into force in Ukraine. Law No. 4609-IX, which strengthens security measures in general secondary education institutions, entered into force in Ukraine. The document, in particular, introduces new rules for staying on the territory and in the premises of schools, as well as sets stricter requirements for employees.

This was reported in the Verkhovna Rada.

Previously, the head of the Committee on Education, Science and Innovation Serhiy Babak explained that there were no clearly defined rules for staying on the territory and in school buildings in Ukraine. Now each educational institution must independently approve such rules based on standard requirements developed by the Ministry of Education and Culture and the Ministry of Internal Affairs.

According to the law, panic buttons should be installed in schools, with the help of which employees will be able to quickly call the law enforcement officers in the event of a threat.

It is also mandatory to fence the territory of the school or clearly define its boundaries on the ground.

Access to educational institutions will be limited to persons who:

  • are under the influence of alcohol or drugs;

  • have dangerous objects or substances with them;

  • come with animals, with the exception of guide dogs used by people with disabilities.

The document strengthens the requirements for persons who work in schools or are involved in the educational process. It is prohibited to hire people who:

  • have an outstanding or unexpunged criminal record;

  • found guilty of crimes against sexual freedom or integrity;

  • were prosecuted for domestic violence, bullying, or failure to fulfill child-rearing duties.

Strengthening security measures in public and communal schools is financed by their founder. Funds of parents or students cannot be involved in the implementation of the provisions of this law.

Earlier, the government approved a list of dangerous objects and substances prohibited in educational institutions. It included:

  • firearms, pneumatic and cold weapons (knives, bows, crossbows, brass knuckles, nunchucks, etc.), as well as their imitations;

  • ammunition;

  • explosive and pyrotechnic items;

  • gas cylinders;

  • stun guns;

  • special means (handcuffs, rubber and plastic batons);

  • tools (hammers, screwdrivers, drills, saws, gas burners);

  • flammable substances;

  • narcotic and psychotropic substances;

  • alcohol;

  • tobacco and electronic cigarettes;

  • energy drinks.

At the same time, the ban does not apply to items that are used in the educational process, economic activities of the school, in museums, as well as during sports and educational events – provided they are supervised by responsible adults.
