He made such a statement during a meeting on extraordinary circumstances in the energy system of Ukraine, at which special attention was paid to Kyiv.
Also, the government should prepare changes to the curfew due to the energy emergency.
The candidate for the post of First Deputy Prime Minister of Energy, Denys Shmygal, believes that Kyiv was very poorly prepared for the challenges of the heating season in wartime conditions.
