The Cabinet of Ministers adopted a resolution on some issues of the introduction of assessment of the daily functioning of a person, which defines a new procedure for conducting the assessment, replacing the process of medical and social examination (MSEK). The changes will take effect on January 1, 2025.
The main innovations include:
– A new concept of assessment: The assessment will be conducted by an expert team of doctors based in multidisciplinary hospitals, which will allow for a comprehensive assessment of the impact of injuries or illnesses on a person’s daily life and to quickly determine their individual needs.
– Simplification for the patient: The process of establishing or confirming the disability status will become simpler. The doctor will refer the patient for evaluation immediately after diagnosis or treatment, without the need to go through a medical advisory committee.
– Improvement of accessibility and professionalism of evaluation: Evaluation will be carried out by practicing doctors in multidisciplinary hospitals, which will reduce the number of errors and improve the quality of the process. Appointment of doctors will be carried out according to the profile of the disease (for example, to an oncological or psychiatric institution).
– Digitization of the process and anti-corruption measures: The introduction of an electronic system will reduce corruption risks and make the process more transparent. All documents, referrals and decisions will be recorded in the electronic system.
– Evaluation Center for Appealing Decisions: The Center for Evaluation of the Functional Status of Individuals will be established, which will verify the validity of the decisions of expert teams and deal with appeals.
Regarding the validity and extension of validity of documents: disability is preserved for persons who have received it for life. Those who have a disability with a re-examination period will review their status according to the new rules. It is also provided that persons who did not pass a re-examination during the martial law must pass it before the specified deadlines.
The new system aims to significantly improve the quality and accessibility of medical and social care, making the process more efficient and transparent for patients.
Earlier, the DBR employees exposed a group of doctors in Odesa who helped healthy men of draft age to obtain medical documents, which allowed the MSEK to declare them unfit for service.
