In Ukraine, a manifesto of zero mortality on the roads was presented

Every year in Ukraine, more than 3 thousand people die in an accident, and existing measures are point and do not have a systemic effect, said Viktor Cherny, director of the Road Safety Institute during a presentation.

“The Manifesto offers specific goals: by 2030 to reduce the mortality on the roads by 50% and by 2050 to reach zero mortality,” Cherny emphasized.

Among the key principles of the manifesto is a safe system, joint responsibility, investment in life, education and culture of safety from childhood. The development and adoption of the national strategy, monitoring its implementation and implementation of the best practices, such as the concept of Vision Zero, are envisaged.

The manifesto is also based on the provisions of the Maraquesh Declaration adopted at the Global Road Safety Conference in Morocco in February 2025.

The Declaration calls on states to reduce road mortality measures, increase infrastructure and safety culture standards.

“Ukraine should actively involve these goals and make road safety national priority,” the Road Safety Institute emphasized.

The Deputy Chairman of Ukrtransecurity Yevhen Zbrovsky also presented the state’s vision during the presentation to strengthen control on roads and adapt the legislation to European standards.

“Our legislative framework and restraint method do not correspond to realities. It is necessary to urgently strengthen the responsibility of drivers. If a person flies to red for the first time – there should be a significant financial punishment, for the second time – confiscation of cars, cancellation of driver’s license, then – criminal liability, ” – said Zborovsky.

The Deputy Chairman of Ukrtrans Security expressed the opinion that until this is done, 3-4 thousand deaths will continue to be recorded on the roads every year.

The First Deputy Director of the National Institute for Infrastructure Development Anatoly Tsinka, in turn, emphasized the importance of modernizing road infrastructure, integration of modern technologies and using scientific potential to create safe transport solutions.

Particular attention should be paid to pedestrian safety, high -quality lighting and intellectual traffic control systems, Zink explained.

Oksana Savchuk, the chairman of the Subcommittee on Traffic Safety and Safety on the Traffic Safety and Safety of the Verkhovna Rada Committee on Transport and Infrastructure, added that the road situation is catastrophic.

“The question should be raised comprehensively. The first is a change not only of fines, but also the approach of the state to permanent violators. The second issue, which is discussed in the committee, whether to renew a medical examination of drivers, if so – to everyone – or only those who plan to go to the EU, ”Oksana Savchuk said.

It is also important to carry out educational work, especially for children.

“If we do nothing – the situation will only get worse. And we will be more like countries that do not control the situation on the roads, ”the People’s Deputy said, adding that the Subcommittee of the BP is ready to consider the provisions of the manifesto for making appropriate recommendations in the current legislation.

The participants of the presentation signed the manifesto, and in the future it is planned to send it to the Cabinet of Ministers.
