Detectives of the Bureau of Economic Security (BEB) reported the suspicion to the head of the utility company of the Myroniv City Council. The official purchased used boiler equipment at a significantly inflated price – UAH 9 million above the market price.

“Detectives of the Territorial Department of the Bureau of Economic Security in the Kyiv region, as part of a pre-trial investigation, reported suspicion to the head of one of the communal enterprises of the Myroniv City Council, who organized the purchase of used boiler equipment at a significantly inflated cost,” the BEB said in a statement.
According to the investigation, in September 2023 the utility entered into an agreement with a private company to purchase a complex of equipment for the production of heat energy from alternative fuels. The purchase amount amounted to UAH 16 million, while the real market value of the equipment at the time of the agreement was about UAH 6.8 million.
Thus, more than 9 million hryvnias were unjustifiably transferred from the local budget, which caused particularly large losses to the local community.
“The official misled the deputies of the city council by providing unreliable data about market prices, as well as hid information about the actual condition and age of used boilers of 2013-2014,” the BEB emphasizes.
To create the appearance of the legality of the inflated price, fictitious contracts were used for conducting a technical survey and developing estimate documentation.
The pre-trial investigation continues, the Kyiv Regional Prosecutor’s Office provides procedural guidance.
