According to the DBR, since the 1990s, a school with an area of 4.5 thousand square meters had been under construction on the community’s territory. The entrepreneur decided to renovate this building so that, in particular, resettlers could live there. An international humanitarian organization had to pay for this accommodation.
“He turned to the city council with this proposal. During the meetings, the officials informed that there are two options for solving the issue: for 50 or 30 thousand dollars,” the report says.
According to the investigation, after receiving $50,000, the officials promised to put the issue to the vote of the session and to ensure the signing of the memorandum on the transfer of the building to a long-term lease without announcing a special tender. At the same time, for $30,000, the entrepreneur would also have to give “kickbacks” to those involved.
In April 2024, the businessman handed over $30,000 to the secretary of the council in his office, then both officials were detained.
They are accused of extorting and receiving an unlawful benefit in a particularly large amount (Part 4 of Article 368 of the Criminal Code of Ukraine). The sanction of the article provides for punishment in the form of imprisonment for a term of up to 12 years with confiscation of property.
