Therefore, as the Ministry of Digitization emphasizes in its response to the publication, although more than 2 million Ukrainians have already applied for this status, as of November 12, the number of people with active UKR status in Poland was 964,400.

Government data contain important new information about Ukrainian migration to Poland. The changes that took place from August to November affected the entire long-term structure by gender and age. In just two months, the share of all Ukrainian men aged 18-65 who submitted applications for legalization of stay in Poland increased from 16.6% to 17.4%, and women decreased from 48.3% to 47.7%.

This is undoubtedly a consequence of changes in Ukrainian legislation that allowed men aged 18-22 to legally leave the country. “The first data indicate a significant increase in the number of men of this age who come to Poland,” emphasizes Cezary Przybyl, an adviser in the social processes analysis team of the Polish Economic Institute.

As reported by Rzeczpospolita, according to the data of the Main Directorate of the Border Service, from August 29 to November 24, more than 121,000 men of Ukrainian citizenship aged 18-22 entered Poland from Ukraine, and almost 59,000 of them left Poland for Ukraine, although, as the border service notes, “one person could cross the border many times”, about 62,000 young people remained in Poland or left for other EU countries Ukrainians

What happened before:

  • In September 2025, EU countries adopted the most decisions in one month to grant temporary protection to Ukrainians starting in 2023, which may be related to the opening of borders for young men aged 18-22.
  • The Prime Minister of Bavaria, Germany, Markus Söder, has stepped up calls to limit the entry of young Ukrainian men, demanding that the EU pressure Ukraine on this issue.
