The Disciplinary Chamber of the High Council of Justice proposed to dismiss judge Oksana Zvyagina due to unethical behavior, which was manifested in the consumption of alcohol directly in the office.

According to the complaint, on October 2, 2025, court employees found the judge in a helpless state next to empty bottles of sparkling wine and cognac. Witnesses recorded the woman’s unsteady gait in the corridors of the court, and the camera of a nearby store captured a person similar to Zvyagina while buying alcohol during the lunch break. Eventually, unable to move on her own, a court security guard had to carry the unconscious judge on his shoulders to the car to take her home.
Although the state of intoxication was not confirmed by a medical examination, the disciplinary inspector recognized the collected evidence, including photos and video recordings, as sufficient for the conclusion of a gross violation of judicial ethics. Oksana Zvyagina herself admitted her guilt in private messages to the head of the court, explaining the incident as personal problems in the family. It is worth noting that Zvyagina was appointed to the position only in July 2024, and before that she worked in the judicial system in Kherson region and Vinnytsia region.
It was also reported that the judge who drunkenly killed a national guard still receives his salary.
Yulia Tymoshenko, head of the Batkivshchyna party, said that Judge Dubas, according to her, was carrying out the political order of the “new corrupt owners of the country” and repeatedly violated the law and ethical norms.
