In Dnipro, law enforcement officers reported suspicion to seven persons who organized a scheme to embezzle more than UAH 14 million of budget funds allocated for the insulation of school buildings.

Among the suspects are the director of the utility company of the Dnipro City Council, two of his deputies, the director of the contracting company, subcontractors and a technical supervision engineer.
According to the investigation, officials of the utility company acted according to a preliminary conspiracy with contracting and subcontracting organizations, using the city’s project to improve the energy efficiency of schools for illegal enrichment. In particular, contracts for the insulation of the facades of educational institutions were concluded at inflated prices.
“In the documents, high-quality and expensive materials were mentioned, but in fact cheaper materials of lower quality were used than were foreseen by the projects,” the OGP clarified. According to the prosecutor’s office, the participants of the scheme appropriated the difference between the actual cost of the works and the amounts paid from the budget.
During 2024-2025, the suspects caused losses to the community budget in the amount of UAH 14.2 million, which was confirmed by the conclusions of the examinations.

During the searches, over 900,000 hryvnias, almost 50,000 US dollars and 7,200 euros in cash, as well as mobile phones, laptops, computers and electronic media were seized from the suspects. All seized property has been seized.
The suspects are charged with embezzlement of budget funds, committed as part of an organized group, and official forgery. The court chose preventive measures for them in the form of detention.
Recently in Dnipro, law enforcement officers exposed an organized scheme of misappropriation of budget funds allocated for the restoration of residential buildings damaged as a result of Russian shelling. The total amount of damages is 3.3 million hryvnias.
Earlier, the anti-corruption authorities of Ukraine completed the investigation in the case of five persons who, according to the investigation, were involved in the embezzlement of over UAH 392 million during the repair of roads in the Dnipropetrovsk region.
