Under the procedural guidance of the Koryukiv district prosecutor’s office, the former first deputy mayor of one of the city councils of the Chernihiv region was notified of suspicion of fraud and official negligence, which caused grave consequences (part 1 of article 190, part 2 of article 367 of the Criminal Code of Ukraine).
The investigation established that the official, being the head of the humanitarian staff at the city council, during the provision of one-time cash assistance to the population during the heating season of 2024-2025 for the purchase of solid stove household fuel, did not properly organize the work of the staff and did not take measures to organize the appropriate order of receipt of applications, documents and verification of the authenticity of the information specified in them.
In December 2024, she independently created and sent to the Department of the Chernihiv Regional State Administration a general list of recipients of financial aid, to which she illegally included 75 people who live together in the same household or in multi-story buildings and do not have solid fuel boilers or stoves.
In addition, the suspect illegally added members of her family to the list of aid recipients, namely: her husband, having deliberately given an inaccurate address of his residence, and her daughter, who is actually abroad.
Such formal compilation of lists led to the receipt of financial assistance by persons who were not entitled to it, and caused the Office of the United Nations High Commissioner for Refugees more than UAH 1.5 million in losses.
The pre-trial investigation is carried out by the investigators of the Koryukiv RVP of the GUNP in the Chernihiv region.
