According to the investigation, the head of the village council needlessly squandered budget funds. At the request of the commander of one of the military units, the village council allocated funds from the local budget and announced a tender for the purchase of military uniforms through the ProZorro platform.
The chairman of the village council involved a businessman he knew to participate in the procedure.
The first tender ended with the victory of another participant in the competition, but the village council, using formal reasons, avoided concluding a contract with the winner and announced a second tender. In the second contest, the FOP, associated with the head of the village council, won.
After that, the “winner” sold more than 3,000 sets of thermal underwear at an inflated price, and their quality did not meet the stated conditions of the tender documentation. The total amount of damages exceeds UAH 1.4 million.
