Deputy Head of the Office of the President Ihor Zhovkva reported that at the end of 2025, the total amount of military support from European partners exceeded the previous year by one and a half billion dollars.
As Zhovkva reported, in 2024 this volume was exactly 20 billion, then last year ended with a record mark of 21.5 billion US dollars. These funds were aimed directly at strengthening Ukraine’s defense capabilities through the provision of equipment, weapons and ammunition, which allowed the Defense Forces to stabilize the front and prepare new units for combat operations.
Germany confidently maintains its status as a leader among European donors, consistently increasing arms expenditures for Ukraine: from less than 8 billion euros in 2024 to 8.5 billion in 2025. The German budget for 2026, which has already been approved by the Bundestag, includes almost 12 billion euros, which indicates Berlin’s readiness for long-term support. Norway is also taking a strategic approach, having earmarked about $8.5 billion in its 2026 budget, most of which will go toward the purchase of air defense equipment and ammunition as part of a five-year aid program.
The five most active European states, in addition to Germany and Norway, include Denmark, Sweden and the Netherlands, which focus on the supply of aviation, artillery and naval capabilities. It is important that the indicated sums cover only direct military aid packages and do not include funds directed to joint production of weapons or humanitarian needs. Such stable dynamics of funding from Europe at the beginning of 2026 is critically important for Ukraine against the background of discussions regarding the amount of support from other allies outside the continent.
As a reminder, the amount of contributions to the PURL arms procurement program for Ukraine in 2025 amounted to $4.3 billion, of which almost $1.5 billion was received only in December. Thanks to this, eight aid packages have already been formed, and the filling of two more is in progress.
The government of Croatia has decided to join the NATO PURL mechanism, allocating about 15 million euros for the purchase and supply of military equipment for Ukraine.
