Russian manufacturers of telecommunications equipment faced a shortage of domestic components and asked the government to review the terms of import substitution.
As writes Russian edition The Moscow Times, this follows from the letter of ANO “Telecommunication Technologies Consortium” (ANO TT, which unites “Rostec”, “Rostelecom”, “Element”, etc.) addressed to the Ministry of Industry and Trade and the Ministry of Digital, with a copy of got acquainted “Vedomosti”.
In particular, the manufacturers proposed to the departments to soften the new requirements for recognizing the equipment as domestic.
According to the draft government resolution, which was prepared by the Ministry of Trade and Industry at the end of August, from 2026, at least 10% of the domestic electronic component base (ECB) must be in Russian telecommunications equipment, in 2028 – 30%, and from 2030 – 60%.
However, telemarketing participants analyzed the domestic EKB market for the presence of analogues of a foreign base and established “the unattainability of the proposed indicators of the percentage share of the Russian EKB”, says the letter of ANO TT.
As the publication writes, most of the range of telecommunication equipment will have to be redesigned under the new requirements with the domestic EKB, which is impractical. This may cause problems with the supply of equipment to state customers, the largest telecommunication operators, as well as subjects of critical information infrastructure (CII), the ANO TT claims.
The organization warned: if the government’s resolution in its current form is adopted, then from December 1, 2024, the effect of all issued decisions on the recognition of telecommunications equipment as domestic will be suspended. Thus, there will be no domestic communication equipment left in the country, industry representatives concluded.
