The Verkhovna Rada has approved an important law that allows utility companies to use public transport obtained in the form of humanitarian assistance for transportation of passengers.
This decision was supported by 278 people’s deputies, which testifies to widespread support among parliamentarians and the relevance of the issue for Ukrainian communities.
The new law covers all types of humanitarian aid in the form of vehicles-buses, trams, trolleybuses, electric buses and metro wagons that meet the standard of eco-friendliness not lower than “Euro-3”.
Only utility companies – carriers that carry out road or urban electrical transportation.
Thus, the law allows to use more efficient resources that come from Ukrainian and international donors, and promptly solve transport problems, especially in the frontal regions.
It is important that the law also regulates the order of transfer of transport received to third parties. Clear limits of legitimate use of humanitarian aid have been established in order to avoid the risks of unreasonable criminal or administrative liability.
This allows utility companies to use the transport for the intended purpose, without fear of legal consequences.
Since the beginning of a full -scale invasion of almost 90 Ukrainian communities in 13 oblasts have received more than 800 buses, dozens of trams and trolleybuses in the form of humanitarian aid.
However, before the adoption of this law, they were not entitled to use these vehicles for passenger transportation, and the equipment was idle.
Now the situation will change – transport will be able to work fully in favor of citizens, and communities will not give up further assistance from philanthropists.
We will remind, the Cabinet of Ministers of Ukraine adopted a resolution that it will regulate the issues of state registration of vehicles that were brought to the customs territory of Ukraine as humanitarian aid.
