How will disability be established after the liquidation of MSEK / photo ua.depositphotos.comFrom January 1, 2025, an updated system for determining disability will begin to operate in Ukraine, which will replace the MSEK. The Ministry of Health explained how the procedure will change.The first stage is the preparation of the case. The personal physician, together with the patient, chooses a convenient facility where the assessment will take place. In the electronic system, the specialist fills out the referral and attaches the scanned documents, signs them with an electronic signature and sends them to the selected hospital.
To refer a patient for evaluation, a meeting and decision of the Medical Advisory Committee (MAC) is no longer necessary.
The administrator of the hospital teams checks the completeness of the information in the documents. The profile of the case and the team required for evaluation is determined automatically. After verification, the system places the case in an electronic queue for the nearest available time to the specialized team.
The administrator and doctors do not know exactly when and to which specialists the patient will be referred.
The personal doctor receives a notification in the system, and the patient receives an email. They will only be told the date, time, venue and type of meeting, but not the list of doctors.
Doctors from the expert team will have access to the patient’s schedule and data only on the day of the assessment. If necessary, they can refer a person for additional examinations, but only once and with clearly stated reasons.
All materials – case, minutes, decisions, recommendations – are kept and stored electronically.
Regarding all points of the decision, the position of each doctor and a joint conclusion are recorded. Documents are signed by team members with electronic signatures.
In addition, the patient can make an audio or video recording of the assessment, as well as involve a proxy by attaching the appropriate appeal to the case. The patient receives an extract with the decision by e-mail or registered letter. The doctor will also have access to documents in the electronic system. Information regarding the decision on disability status will also be automatically transmitted to the social sphere.
News of Ukraine about MSEK – what was reportedAs reported by UNIAN, the work of MSEK was discredited by numerous detected violations and corruption, as well as the provision of fictitious disability. In this regard, President Volodymyr Zelenskyi convened a meeting of the National Security Council in October, at which a decision was made to liquidate MSEK.
On November 4, the Cabinet of Ministers submitted to the Verkhovna Rada a draft law providing for the reform of the Medical and Social Expert Commissions. According to the document, from January 1, 2025. expert teams for the assessment of daily functioning of a person, consisting of practicing doctors, will be employed. It is announced that a person will not have to go from office to office and sit in queues, carrying stacks of paper certificates, because the new system will be digitized. Digitization will also prevent corruption and other abuses.
