The government expects 11 million citizens to make payments.
Prime Minister Yulia Svyridenko announced the procedure for issuing payments / collage UNIAN, photo UNIAN, bank.gov.uaToday, November 13, the government approved the mechanism for paying aid to citizens under the “Winter Support” program. In this way, every Ukrainian will be able to receive a one-time payment of 1,000 hryvnias. Prime Minister of Ukraine Yulia Svyridenko announced this in her Telegram channel.
“Already from this Saturday, November 15, until December 24, 2025, every Ukrainian will be able to apply to Diya for UAH 1,000. You can apply for assistance both for yourself and for your child,” Svyridenko said.
How to apply for winter support Funds can be obtained by submitting an application in one of two ways:
- in the “Action” application – after processing the application, the funds will be transferred to the “National Cashback” card. It will be possible to spend on utilities, medicines, products of Ukrainian production, postal services, books, charity and donate to the Defense Forces;
- in the branch of “Ukrposhta” — the payment will go to a special account. Funds received in this way can be spent on goods of Ukrainian production in the branches of “Ukrposhta”, as well as on payment of communal services and donations.
It is noted that these funds can be used until June 30, 2026.
In his turn, the Minister of Social Policy, Denys Ulyutin, noted that in 2025, within the budget of the Ministry of Social Policy, UAH 11 billion has been allocated for the payment of UAH 1,000. Thus, the government expects 11 million people to use the program this year.
Winter is Support 2026 – what is knownOn November 1, the President of Ukraine, Volodymyr Zelenskyi, instructed the government to develop a “winter support” package for Ukrainians. It was planned to provide assistance to citizens on the example of last year, when thousands of hryvnias were paid to citizens as part of the winter support program.
Also, Zelenskyi announced at the time that free railway travel for 3,000 kilometers will be introduced this year for Ukrainians.
