How to apply for state assistance if you live with a person with mental disorders: clarification from the PFU.

From July 1, 2025, the departments of the Pension Fund of Ukraine are entrusted with the responsibilities of issuing and providing monthly financial support a person who lives together with a person with a disability of the I or II group due to a mental disorder, who, according to the conclusions of the medical commission of the medical institution, needs constant external support to take care of him/her (in accordance with the resolution of the CMU dated 25.06.2025 No. 765). The Pension Fund of Ukraine informs about this.

Assistance is granted to a person who has full legal capacity and who:

  • permanently resides or is registered at the same address as a person with a disability of group I or II due to a mental illness that requires continuous supervision (based on the decision of the medical board of the medical institution);
  • provides care for the specified person, regardless of his employment.

List of required documents:

  • statement of the established sample;
  • declaration of total income and property status of persons who applied for all types of social assistance according to the established form;
  • an identity document;
  • TIN;
  • certificate of sources of income — if the declaration indicates income, information about which is not available in the Social Security Administration, the Pension Fund of Ukraine, and social insurance funds and cannot be obtained in a legal manner upon a corresponding request;
  • conclusion of the medical board of the medical institution regarding the need for permanent outside assistance for a person with a disability of group I or II due to a mental disorder;
    a copy of the extract from the decision of the expert commission on the assessment of a person’s daily activities or the certificate of inspection of the MSEK, issued to a person with a disability of group I or II due to a mental disorder, who is being cared for;
  • an act of inspection of the living conditions of the household/the actual place of residence of the person to confirm the fact of care — if the place of registration of the person providing care differs from the place of registration of the person with a disability of the I or II group due to a mental illness.

The amount of monthly support is calculated as the difference between 3 subsistence minimums for each family member (depending on age category and work capacity) and the average monthly total income of the family for the previous six months, but it cannot exceed the subsistence minimum per person per month (in 2026 — 3,209 UAH).

The family includes:

  • husband (wife);
  • biological and adopted children under the age of 18;
  • children who attend educational institutions on a full-time or dual form of education in institutions of general secondary, professional (vocational-technical), professional pre-higher, higher education until the age of 23 and do not have their own families;
  • unmarried adult children, recognized as persons with disabilities since childhood of groups I and II or persons with disabilities of group I, who live with their parents;
  • disabled parents of the husband and wife who live with them and are dependent on them due to the lack of their own sources of income;
  • a person who lives with and cares for a single person with a disability of group I;
  • a woman and a man who are not officially married, but live as one family and have children together.

Ways to submit an application:

  • in the service center of the Pension Fund of Ukraine;
  • through authorized representatives of the executive body of the village, settlement, city council of the relevant territorial community or TsNAP;
  • by means of postal communication;
  • in electronic format – using the Diya portal.

Care allowance is provided for a period of 6 months with a monthly payment. If the person providing care is an unemployed pensioner (a person with a disability), care allowance is assigned for a period of 12 months on the basis of an application and a copy of the employment book. Payment is made through JSC “Ukrposhta” or to a personal bank account – at the recipient’s choice.
In the event of the occurrence of circumstances that cause the termination of the payment of care allowance, the person is obliged to notify the authorities of the Pension Fund of Ukraine.

Such circumstances include:

  • changes in the composition of the family due to the death or change of place of residence of a person with a disability of group I or II due to a mental illness or a person receiving assistance for care;
  • expiration of group I or II disability and the extension of the disability group, which gives the right to receive care allowance, has not been confirmed within a month;
  • stay of a person with a disability of group I or II due to a mental disorder on full state support or on inpatient treatment for the entire calendar month.

Issuance and provision of monthly cash assistance are regulated by the Law of Ukraine “On Psychiatric Assistance” and Resolution of the Cabinet of Ministers of Ukraine dated August 2, 2000 No. 1192.
