Houses and a Lexus for UAH 16 million, connections with Tatarov and Portnov: the story of DBR investigator Dmytro Mirkovets

While on Mindich’s tapes, the head of the SBI sounds like “Lyosha”, and those involved in the Midas case come to the Bureau “on work issues” and talk in the lobby, the main investigator of the SBI builds a career, and his family accumulates a fortune of more than 400 thousand dollars.

Dmytro Mirkovets is the head of the main investigative department of the SBI, supervises the most sensitive proceedings in the country and at the same time has connections with Tatarov, lives in a world of houses, Lexus and gifts from relatives.

New investigation “On the edge” is about the luxurious life of a DBR official, how the Bureau became Bankova’s “hands” and what the well-being of those responsible for political persecution looks like.

“Lyosha” on film and “work issues” – Lyosha is a very common name in Ukraine, and there is a lot more at the station.”– said Dmytro Mirkovets, chief investigator of the SBI, during the second session of the TSC on Mindych’s tapes.

“Lyosha”, which sounds on Mindich’s tapes, in particular, in the phrase “you should ask Lyosh” – it could be Oleksiy Sukhachev, the current director of the DBR. According to the NABU, the word “station” on the tapes is used as a conventional designation of the SBI office, where, according to the content of the conversations, coordination of decisions took place.

According to Mirkovets, “Lyosha” is not identified with the director of the department in the SBI, and therefore no interrogations or checks were conducted in this regard. At the same time, the chief investigator confirmed the information from NABU that one of the members of Mindich’s criminal group, namely Ihor “Rocket” Myroniuk, came to the SBI office on Vokzalnaya and solved “work issues”.

This position of the chief investigator of the SBI is indicative not only in the context of Mindich’s films. Today, it is Mirkovets who is responsible for a number of politically sensitive proceedings, in which the Bureau increasingly acts as an instrument of pressure, rather than an independent investigative body. In parallel with this role, the investigator’s family accumulates real estate and cars worth hundreds of thousands of dollars.

Connections with Tatarov and Portnov The chief investigator of the SBI is associated with two figures who represent the revenge of the old era.

Dmytro Mirkovets is close to Oleg Tatarov – they are connected by joint scientific publications in the field of law enforcement. By the way, Tatarov was also the scientific supervisor of Mirkovets’ wife, Victoria. In 2017-2018, she also used the Toyota Camry of Tatarov, who at that time practiced law and, in particular, represented the interests of Andriy Portnov, the former deputy head of the Yanukovych Administration. Literally a year later, in 2019, Mirkovets’ brother buys the same Toyota from Tatarov.

In the same year, Dmytro Mirkovets, working in the Main Investigative Department of the National Police, decided to close the criminal proceedings against Portnov. After that, the investigator received two consecutive promotions in the SBI – in 2021 and 2023.

The price of loyalty The property related to the family of Dmytro Mirkovets, head of the Main Investigative Department of the SBI, was formed gradually, but systematically, with the concentration of assets on the closest relatives. Key real estate objects and vehicles are registered not for the official himself, but for his wife, father and sister, while Mirkovets himself actually uses part of the assets.

A key asset in the property history of the Mirkovets family is a residential building with an area of ​​178.1 square meters. m. in Kyiv, issued for his wife. In the declaration, this object is listed at a cost of UAH 804,000, another UAH 640,000 is the value of the land plot under it.

At the same time, an analysis of the real estate market at the time of purchase shows other amounts.

The average price per square meter of houses of a similar class in this location was over $1,000 per square meter. At such a price, the market value of a house with an area of ​​178 square meters. m. is more than 180,000 dollars (three times higher than the declared and three times higher than the annual income of the Mirkov family).

For Mirkovets’ father, a former lieutenant colonel of the militia – 3 apartments in Kyiv with a total area of ​​214 square meters. m and cost more than UAH 4.2 million. This is housing in the residential complex “Sadovy” (61 sq. m), the residential complex “Oberig” (70.8 sq. m), the residential complex “Kakhovska” (74.6 sq. m).

A 2018 Lexus NX200 worth more than $42,000 was also issued to my father. According to the classics, this car is used by Dmytro Mirkovets himself together with his wife.

The wife’s sister has a Mercedes-Benz C 180, 2017, with an estimated value of about $30,000. Again, the car is used by the Mirkov family, despite the fact that this person has no other valuable property.

The total value of assets related to the family of the head of the GSU DBR Mirkovets is about 450 thousand dollars, which would have been unaffordable for a police officer at the time.

Today, the State Bureau of Investigation is increasingly perceived not as an independent investigative body, but as an institution whose activities correlate with the political priorities of the Office of the President. The effectiveness of the Bureau is manifested selectively – primarily in cases that correspond to Bankova’s political logic.

Under such conditions, the Bureau turns into a convenient political tool – an effective executor, within which individual investigators, in particular Dmytro Mirkovets, work in a comfortable environment for themselves.

The lack of safeguards against manual control creates the risk of the SBI being transformed from an investigative body into an instrument of selective pressure – a scenario that directly undermines trust in the law enforcement system in general.

Not only Ukrainians, but also internationalists – the European Commission – are demanding the relaunch of the DBR. Among the key priorities for 2026 is the reform of the SBI with competitions for management positions, revision of the institutional structure, mechanisms for ensuring integrity. In addition, the draft law No. 13602 on the restart of the State Bank of Ukraine – already in August in the Council.
