The decision on the appointment of a new CEO was made after the final interviews with the candidates who got into the shortlist as a result of the previous selection, ”the message reads.
The Chairman of the Supervisory Board of Ukroboronprom David Lomjariya noted that Smetanin has gained “unique experience and is well known both on the internal processes of enterprises and in the organization of work of the defense of the defense of the defense of the government level.”

As reported, Smetanin was appointed CEO of JSC “Ukrainian Defense Industry” (successor in Ukroboronprom “) at the end of June 2023. Prior to that, he headed the plant. Malysheva, where in 2020-2021 he was a director for production, in 2021-2022 he was the director of the Kharkiv Armored Plant, and in 2016-2020-the chief engineer of the Lviv Armored Plant.
In September 2024, the Verkhovna Rada appointed Smetanina Minister of Strategic Industry, and Oleg Guliak, CEO of Ukroboronprom, was appointed director.
On July 17, 2025, the Verkhovna Rada, upon the submission of the newly appointed Prime Minister Yulia Sviridenko, approved a new composition of the Cabinet of Ministers of Ukraine, in which Smetanin did not receive office.
