Literally: “In order to force Ukraine to sign unacceptable capitulation demands regarding the end of the war, the aggressor state Russia is considering the option of attacking strategic objects of the energy system of our country – we are talking about electricity transmission substations that ensure the operation of Ukrainian nuclear power plants.

…By destroying or disabling the specified substations, Moscow seeks to disconnect the NPP power units from the unified energy system of Ukraine, so that Ukrainian civilians are completely without light and heat.”
Details: It is noted that as of mid-January 2025, Russia has carried out reconnaissance of ten relevant objects of critical energy infrastructure in nine regions of Ukraine.
According to the GUR, as part of its pressure campaign, Moscow also plans to increase intimidation of European and Western countries in general in order to restrain support for Ukraine, in particular, the country’s ability to repel Russian terrorist airstrikes on critical energy infrastructure facilities.
