The German division of Rosneft owns a controlling stake in the oil refinery in Schwedt, which provides the majority of fuel supplies to Berlin. The company also has stakes in the MiRo and Bayernoil refineries. Following Russia’s full-scale invasion of Ukraine in 2022, these assets were placed into a trust that gave the German government control over them. The trust agreement is renewed every six months, but can be overturned in court as each renewal tests the legal basis of what was supposed to be a temporary emergency measure. So far, Berlin has refrained from confiscating Rosneft’s local assets due to fears that it will have to pay compensation to Russia. Rosneft has been trying to sell this business since March 2024, but to no avail. Michael Kellner, a member of the Green Party in the German parliament, called on the government to nationalize this business. “This is systemically important for Germany. The government must nationalize Rosneft’s business in Germany in order to have confidence in its future,” Kellner told the agency. Germany used to buy oil directly from Russia.
