Merz promised to increase investments in the German army to counteract Russian aggression, but his plans faced problems after the far -right and left secured a blocking minority in the next parliament.

With less than two -thirds of seats, major parties do not have votes to weaken constitutional restrictions on government borrowing. But they can bypass this problem by pushing the vote before the new Parliament will take place at their first meeting on March 24.

One of the ideas is the creation of a special fund for new military spending and assistance to Ukraine, say the agency’s interlocutors. Other options are to expand the existing fund of 100 billion euros or to adapt the so -called debt brake to allow additional defense costs.

Any of these options would require the vast majority of two-thirds of deputies, which will be much more difficult to provide in the parliament of a new convocation.

“There is now a blocking minority on the far left and extreme right flanks,” Merz told reporters on Monday. He added that the Lower House of Parliament “is still capable of making decisions at any time.”

“Do we have to make decisions is what I will discuss with the parties that are still in the Bundestag,” Merz said.

Merz and SDPN leader Lars KlingBail plan to have a telephone conversation on Tuesday to discuss Ukraine’s support and defense expenses, and both hope to clarify as many details as possible in the coming days, sources say.

Olaf Scholz, resignation, also raised the question of convening parliament to an extraordinary session, saying that a similar step was made in 1998, when Germany had to decide on the war in the former Yugoslavia.

“This is a rare phenomenon when the parliament is convened again – but it would not be the first case when it happened,” Scholt said.
