According to the publication, the United States expects Ukraine to present an agreed document by November 27, after which Washington plans to hand it over to Russia. The White House aims to complete the entire process by the beginning of December, considering this time favorable for launching a political initiative capable of influencing the further course of the war.
The FT writes that Ukrainian structures are formulating their proposals in response to initiatives related to Trump’s position. According to the publication, possible formats of the future document are being analyzed in Kyiv and adjustments are being prepared that should reflect Ukraine’s key interests and its approach to security.
The day before, the Office of the President announced that the President of Ukraine, Volodymyr Zelensky, officially received from the representatives of the United States “a draft of the plan, which, according to the American side, can activate diplomacy.”

According to the media, the administration of US President Donald Trump secretly consulted with Russia regarding a new plan to end the war in Ukraine.
Later, the White House announced that representatives of the Trump administration had previously discussed a plan for a peace agreement with representatives of Kyiv. In particular, Secretary of State Marco Rubio and special representative of the president Steve Witkoff had meetings with “some Ukrainians”. The White House spokeswoman did not specify who it was.
The exact terms of the peace proposal drafted by the US are unclear, as the document was not officially published. According to The Financial Times, Reuters and Axios, the US peace plan calls for Kyiv to give up some of its territory and weapons, reduce the size of its armed forces and agree to a reduction in US military aid needed to fight Russian forces. In addition, it is assumed that no foreign troops will be allowed on Ukrainian territory, and Kyiv will no longer receive long-range weapons.
