Details: The 28-point plan, which was discussed by Trump’s special representative Steve Witkoff with Russian negotiator Kirill Dmitriev in Miami late last month, was first reported by Axios.

Several people familiar with the initiative told the FT that the radical new proposal by the Russian Federation and the US involves significant concessions from Kyiv, and President Volodymyr Zelenskyi has already been urged to accept it.
A group of Russian and American current and former officials were involved in the development of the plan, which is still in the development stage, a source familiar with the talks told the Financial Times.
This plan was conveyed to Kyiv this week by Witkoff, who met in Miami with the Secretary of the National Security and Defense Council of Ukraine, Rustem Umyerov.
According to people with direct knowledge of the document, the draft plan would require Ukraine to hand over the rest of Donbas, including territories currently controlled by Kyiv, and cut the size of its armed forces in half. The Reuters agency also reported on territorial concessions in the plan.
Importantly, the plan also requires Ukraine to abandon key categories of weapons and cuts US military aid that has been vital to its defense.
The plan also provides for the recognition of the Russian language as the official state language of Ukraine and the granting of official status to the Russian Orthodox Church.
A person familiar with the document described it as a very general document that “leans heavily in favor of Russia.” Another person familiar with the plan called it “very convenient for Putin.”
Officials in Kyiv, familiar with the plan, said that it was deeply in line with the Kremlin’s maximalist demands, and that without significant changes it would be unacceptable to Ukraine.
Dmitriev was in the US at the end of October for negotiations on ending the war.
The White House expresses optimistic hopes of agreeing on a framework for ending the war in Ukraine by the end of the month.
