On November 14, the current President of Ukraine, Volodymyr Zelenskyi, approved the Law adopted by the Council on making corrections to some legislative acts of Ukraine regarding support for families with children and provision of circumstances that facilitate the combination of parental responsibilities with work activity. It provides significant cash benefits for parents who have children. This became known from the information on the page of the draft law on the website of the Verkhovna Rada.
The law determines the amount of state aid in 2026 and their further determination in the following years in the law on the State Budget of Ukraine. In particular, the draft law proposes to fix the amounts of all payments for 2026:
- UAH 7,000 – financial assistance in connection with pregnancy and childbirth for uninsured persons, with the exception of military personnel (100 percent of material support);
- UAH 50,000 – one-time financial support at birth;
- One-time financial assistance “baby package” is provided to the addressee in physical form or in the form of monetary compensation for the cost of one-time financial assistance “baby package” at the discretion of one of the parents. The selection of this aid is made in accordance with the list of children’s goods, mainly of domestic production, approved by the central body of the executive power, which ensures the development and implementation of the state policy in the field of social protection of the population.”
- UAH 7,000 – financial support for the care of a child until it reaches one year of age;
- UAH 8,000 – financial support for child care “eYasla” in case of employment of the mother (under full-time working conditions);
- UAH 8,000 – cash compensation for child care “eSadok”;
- UAH 5,000 – one-time monetary support for first-grade students “schoolboy’s package”.
Child care support in the amount of UAH 7,000 until the child reaches the age of one year can also be provided to children who were less than one year old on the date of entry into force of the law, i.e. to those who were born in 2025.
It is also provided for the application of an increased factor of 1.5 for calculating the amount of assistance for the care of a child up to one year old and “eYasla” assistance for children with special needs.
Starting in 2028, the law provides for monthly cash compensation to “eSadok” at the expense of funding from the local budget to provide care for a child aged three to six years (a child with special needs – up to seven (eight) years old) in cases where:
- the child did not receive a place to provide preschool education and care for the child in a municipal preschool education institution within the guaranteed amount of time that meets the needs of the parents;
- child care services and educational services for preschool education were not purchased from another subject of educational activity at the expense of funding from the local budget in accordance with the procedure approved by the local self-government body;
- child care services and educational services for pre-school education are not provided through financing from the local budget in another way according to the principle of “funds follow the child” within the guaranteed amount of time that meets the needs of parents.
This monetary compensation is provided on the condition that the mother or other legal representative of the child (with the exception of adoptive parents, foster parents and representatives of institutions acting as guardians or custodians), who actually took care of the child, started working full-time.
This compensation is paid until:
- enrolling a child in a municipal pre-school education institution or another subject of educational activity that provides child care services and educational services for pre-school education at the expense of funding from the local budget;
- ensuring the provision of child care services and educational services for preschool education at the expense of financing from the local budget in another way according to the principle “money follows the child”;
- child reaching six years of age (for children with special educational needs – seven (eight) years of age).
The draft Law on Amendments to Certain Laws of Ukraine on Supporting Families with Children and Creating Conditions Facilitating the Combination of Parenthood and Professional Activity was submitted by the Cabinet of Ministers in July 2025.
