Foreign Policy: Ukraine is becoming a key element of Europe’s new security system

Europe is undergoing the most rapid restructuring of its security system since the end of the Cold War, as Russia’s war against Ukraine and the return of Donald Trump to the White House have forced allies to reconsider the old principles of collective defense. Europe is undergoing the most rapid restructuring of its security system since the end of the Cold War, as Russia’s war against Ukraine and the return of Donald Trump to the White House have forced allies to reconsider the old principles of collective defense.

As Foreign Policy writes, the continent has found itself in a situation where the threat from Moscow is growing at the same time, and the United States is no longer the unconditional guarantor of security.

The publication notes that Russia has transferred the economy to military rails — about 40% of the budget is directed to the army. The Kremlin plans to create an army of 2.38 million people, of which 1.5 million are active military. Moscow produces more than 1,500 tanks every year and produces more ammunition in three months than NATO does in a year.

Against this background, Foreign Policy emphasizes: Ukraine is already the main shield of Europe. The authors believe that Kyiv should be formally included in the European security system, because the Ukrainian army is the second largest on the continent after the Russian one and has unique combat experience, especially in drone warfare.

Ukraine, as the publication writes, weakens Russia, restrains its forces and protects NATO’s eastern flank, which transforms the very concept of collective defense.

Separately, analysts suggest creating a security pact between Ukraine and the Baltic states, with the possibility of joint defense, supply of weapons, logistics and intelligence sharing. In the future, Ukrainian units could be located in Estonia, Latvia and Lithuania next to NATO troops, and use the Swedish island of Gotland for operational support.

The authors conclude: Ukraine should stop being seen as a recipient of aid — it has already become the most important provider of security for the whole of Europe.

The winter of 2025 could become critical for Ukraine due to possible attacks from Russia, so NATO and Germany are working on a plan to support the country.

Great human and financial losses of the Kremlin in the war against Ukraine strengthen expediency of a tougher policy of pressure on the Russian leadership, said NATO Secretary General Mark Rutte.
