Experts: the pace of reforms in Ukraine, necessary for joining the EU, has slowed down

In Kyiv, a new independent (shadow) report was presented on Ukraine’s fulfillment of EU requirements in the areas of justice, rule of law and human rights — criteria laid down in chapters 23 and 24 of the EU accession negotiation process.

The document was prepared by a coalition of public organizations led by DEJURE. Experts noted that over the past year, reforms in these areas have slowed down significantly, and in some areas there have been signs of a rollback.

“Despite relative progress, since the beginning of 2025 attempts to level the achievements of sectoral reforms have been systematically observed in Ukraine,” the report says.

The executive director of DEJURE, Mykhailo Zhernakov, emphasized that the biggest risks relate to judicial reform. According to him, after the relaunch of the High Qualification Commission of Judges and the High Council of Justice in 2022, both institutions faced pressure — in particular, attacks from the SBI and draft laws undermining their independence.

Other members of the coalition agreed that compared to the previous year, it is difficult to find significant progress — the pace of reforms has slowed down, and in some directions reform has stopped completely.

At the same time, the report acknowledges that certain new institutions created within the framework of the European integration process have begun to show concrete results. In particular, disciplinary bodies successfully dismissed a number of odious judges, which indicates the preservation of the potential of justice reform despite the existing threats.

Ukraine has also completed the screening of three negotiation clusters within the framework of negotiations on accession to the European Union. These are cluster 1 “Fundamentals”, cluster 2 “Internal Market” and cluster 6 “External Relations”.

Also, Ukraine completed the official screening of compliance of legislation with EU norms within the negotiation section “Entrepreneurship and industrial policy”.
