The statute of the Peace Council “causes concern from the point of view of the constitutional principles of the EU”, and “the autonomy of the EU legal order also excludes the concentration of powers in the hands of the head”, the diplomatic service of the European Union notes.

The document also states that the new Peace Council “departs significantly” from the mandate mandated by the UN Security Council in November, which focused exclusively on the conflict in Gaza.

The new council, which the US president launched on Thursday, should be headed by Donald Trump for life.

It is expected to begin its activities with the settlement of the conflict in Gaza, and later its mandate will be expanded to other conflicts. Member states are limited to a three-year term, except for those who pay a $1 billion contribution to the council’s operations, which will entitle them to permanent membership.

After a meeting of European leaders to discuss transatlantic relations on Thursday evening, European Council President Antonio Costa told reporters: “We have serious doubts about a number of elements of the Peace Council’s charter that relate to its scope, governance and compatibility with the UN Charter.”

Košta noted that the EU “is ready to cooperate with the United States on the implementation of a comprehensive peace plan for Gaza, provided that the Peace Council fulfills its mission as a transitional administration in accordance with UN Security Council Resolution No. 2803.”

What preceded: German Chancellor Friedrich Merz said the current form of US President Donald Trump’s Peace Council does not allow Germany to join it for “constitutional reasons”.

Italian Prime Minister Giorgia Maloni said that she asked US President Donald Trump to change the “configuration” of his Peace Council.
