In preparation for Ukraine’s accession to the EU, the adoption of legislation in the field of railway transport has begun. This was reported by the Ministry of development of communities and territories of Ukraine, reports UNN.

It is reported that in Brussels, with the participation of the minister of community and Territory Development Serhiy Derkach, a meeting was held dedicated to the presentation of Ukrainian legislation in the field of railway transport.

As stated, This is one of the first steps of preparation for the official screening under the negotiation Section 14 “transport policy”, which will determine the further negotiation process on the harmonization of Ukrainian legislation with the requirements of European directives, in particular on railway transport.

The press screening is the first step in preparing for the official screening of our norms with the EU acquis provisions and the next stage in the long process of adapting railway legislation, which will meet both the national priorities of Ukraine and European standards

The main topics of discussion were the provisions of legislative initiatives of Ukraine, which are currently being developed by the ministry. In particular, they discussed the draft law “on the system and features of functioning of the railway transport market of Ukraine”, registered by the Verkhovna Rada on the recommendation of the government. The document proposes to introduce a new model of the railway transport market following the example of European countries.

European integration and the development of Foreign Economic Relations put forward new requirements for the industry. Today, there is a direct demand in society and in business for a new railway: with the possibility of opening the transportation market for business and high-quality services for passengers. Fair competition between all market participants, with transparent tariffs for access to infrastructure, economic efficiency of railway transportation, maximum use of existing infrastructure – all these are direct requirements of EU directives that Ukraine must implement and implement

The ministry noted that the reform of railway transport is a priority for Ukraine in the framework of European integration. At the same time, the harmonization of Ukrainian legislation in accordance with Directive 2012/34/EC is a key condition for Ukraine’s integration into the European transport space. The directive sets out the rules for creating a single European railway space.

It is also important to implement in Ukrainian legislation the main provisions of Directive (EU) 2016/797 on the interoperability of the railway system within the European Union and Directive (EU) 2016/798 on safety in railway transport. This process, in particular, covers the introduction of a European-style Traffic Safety System, the creation of mechanisms for technical investigation of railway accidents, as well as the establishment of legal bases for technical regulation of ensuring interoperability (the ability of railway transport to maintain safe traffic).
