According to the press service of the Ministry of Climate of the country, the funds were sent to the Energy Support Fund of Ukraine.
In addition to financial aid, Estonia, in cooperation with energy companies, sent generators, transformers and other critical energy equipment to Ukraine, work is ongoing to determine possible further donations or forms of cooperation.
“Estonia’s support to Ukraine is consistent and long-term. For Ukraine, energy is not just an economic sector, but a matter of survival. Every restored substation, every working generator means a warm home, a functioning hospital and a functioning society. Estonia’s support helps Ukraine cope with the potential challenges of the coming winter,” said Minister of Energy and Environment Andres Sutt.
The support of the Energy Fund, created by the European Commission and the Ministry of Energy of Ukraine, helps to cover the most urgent needs of Ukrainian energy companies, including the purchase of spare parts, generators and fuel, as well as emergency repair work. It is noted that through the Fund, aid quickly reaches specific projects, and payments are made directly to suppliers of goods and services, which ensures transparent and controlled use of donations.
Estonia previously contributed a total of €620,000 to the Fund through the Ministry of Foreign Affairs: €50,000 in 2023, €420,000 in 2024 and €150,000 in October this year. In total, countries contributed 1.44 billion euros to the Fund.
Since the beginning of the full-scale invasion in February 2022, Russia has been striking Ukraine’s energy infrastructure. Since the beginning of the fall of 2025, the Russian military has increased its shelling of the Ukrainian energy and gas infrastructure, which supplies people with gas during the heating season.
According to the Ministry of Energy, as of December 12, the Russian military has attacked Ukraine’s energy infrastructure 4,500 times since the beginning of this year.
On December 23, as a result of another attack by the Russian Federation on the energy system of Ukraine, on the morning of December 23, consumers in the Rivne, Ternopil, and Khmelnytsky regions were almost completely cut off.
On October 30, the UN Human Rights Monitoring Mission in Ukraine stated that due to Russian attacks there is a serious risk of dangerous consequences for civilians this winter, including long interruptions in heating, electricity and water supply. According to the UN, such interruptions will have a particularly painful effect on vulnerable groups of the population, such as the elderly, persons with disabilities and families with small children.
