Yuri Boyko, a member of the supervisory board of Ukrenergo, explained that the emergency shutdowns on November 11 were used as a preventive measure to mitigate the possible consequences of Russian strikes.

Boyko noted that if one of the key elements in the power system is turned off – due to damage or automatic shutdown – it can cause a cascade effect, that is, a series of shutdowns of other elements of the network.
“Accordingly, in order to avoid cascading accidents, the load in the system is reduced. That is, part of the generating equipment is taken out of operation, and in order to balance the system, certain groups of consumers are disconnected. In order to reduce consumption in the system, and accordingly – reduce this probability of serious accidents“, Boyko explained.
CEO of Yasno Serhiy Kovalenko explained that the energy network is a chain of sequentially connected energy facilities.
“The current from the power plant goes to the customer through the substations via wires. When one of the links stops working, the consumer is lost, and a short circuit occurs at the generating facility or substation due to excess electricity. The equipment burns,” he noted.
Therefore, in order to reduce the risks of overloads, the power generation is reduced at the stations.
Usually, TPPs and CHPs helped to quickly operate generation volumes. But the shelling in the summer of 2024 greatly affected the thermal generation, so sometimes we have to maneuver with the help of other objects that are not intended for this, Kovalenko added.
