According to the UZ itself, more than 63% of its infrastructure causes losses for UAH 16 billion every year.

FRO emphasizes that the railway performs critical functions for defense and the population, but without systematic state support, its stable work is at risk. This is stated in the letter that is at the disposal of the editorial board.
Ukrzaliznytsia transports military equipment, fuel, humanitarian cargo and personnel of the Armed Forces daily, and provides transport services for millions of citizens. But such transportation is unprofitable: in the passenger segment the level of income covers only about 40% of the cost, in suburban – less than 10%, ” – said the FRA.
Also, according to the UZ itself, more than 63% of its infrastructure annually causes losses for 16 billion UAH. In 2024, Ukrzaliznytsya received UAH 20 billion of operating income from freight transportation, but most of the funds were directed to compensation for losses from passenger transportation. The forecast for 2025 provides over UAH 22 billion in this segment.
“In May 2025, the government allocated UAH 4.3 billion to support passenger and freight transportation in wartime, unfortunately, the situation is not fundamentally resolved, and the issue of long -term state support of UZ is extremely relevant. After all Interest – both in terms of the country’s defense capability and in the part of available passenger transport services for the population, ”FRA emphasized.
The Federation emphasized that the one -time pre -financing of the UZ does not solve a systemic problem, because Ukrzaliznytsia carries socially important passenger transportation at fixed non -market low prices, and retains excess infrastructure, the work of which is needed by defense forces.
“The key task is to create a predictable state support mechanism of the UZ. These should be annual expenditures from the state budget, the name and direction of which will be clearly related to the costs of the company from the provision of services from passenger transportation to the population, and will not force the company to look for a lot of time. Memorandum (3 or more years) between the Government of Ukraine and JSC “Ukrzaliznytsia”, – the FRA emphasized.
Such a document, according to the initiators, will guarantee systematic support from the budget, balance income and expenses in passenger transportation, reduce financial risks and avoid liquidity crisis, as well as ensure the restoration of infrastructure and forecasting for investors.
Earlier it became known that in 2026 Ukrzaliznytsia plans to increase tariffs for freight rail transportation by 37%to cover increasing losses from passenger transportation. At the same time, according to cargo carriers, tariffs can lead to a fall of the cargo base by 15%, which will give UZ only about 12 billion UAH of additional income. At the same time, losses for the economy will amount to UAH 96 billion in GDP and UAH 36 billion in tax revenues.
